We need to point out to President Garber to refer not just to "ROTC cadets", which leaves out the Navy midshipmen, but to either "ROTC cadets and midshipmen" or to "ROTC students".
This is just a terminology quibble - all indications are that Garber is very supportive of ROTC.

"Lived experience" is a euphemism for "anecdotal experience".
